In response to a court ruling mandating increased affordable housing, the Clovis City Council has approved the Mixed-Income Zoning Ordinance (MIZO). This ordinance requires that new residential developments with 11 or more units allocate at least 5% of the units for lower-income residents. Developers have alternative compliance options, such as dedicating land, constructing affordable units off-site, or paying an in-lieu fee of $2.80 per square foot of net living area for market-rate units. The ordinance aims to address the city’s affordable housing shortage while providing flexibility for developers. However, some council members expressed concerns that these requirements could potentially increase overall housing costs in Clovis. The MIZO takes immediate effect, marking a significant step in the city’s efforts to meet state housing mandates and provide more inclusive housing options for its residents.
